Unique Eskimo Carved Walrus Ivory Tool

I don't know what this piece is. It may be a bag plug or possibly a wound plug but I haven't seen any piece like it. The ivory is very yellow with a number of cut marks on the lower two thirds but the upper body and the cross piece are relatively smooth. It is an interesting and unique piece.
